Supported accommodation for Young People (SAYP) provides accommodation and support to looked after children and care leavers aged 16-17. Formerly referred to as semi-independent living, this service was restructured and renamed in 2023 following reforms by Ofsted, alongside the introduction of the Supported Accommodation (England) Regulations 2023.

As children approach adulthood, they naturally begin to take on more responsibilities and move toward independence from their parents or guardians. The care system aims to mirror this shift, supporting young people as they make this transition. From the age of 16, those in care or leaving care may choose to move into supported accommodation if it better suits their needs and they are ready for increased independence. Understanding Ofsted's Regulations

The Office for Standards in Education, Children’s Services and Skills (Ofsted) is the regulatory body for Children’s Services in England. It is a legal requirement for all Supported Accommodation services to register with Ofsted before they can legally operate.

Registering with Ofsted

Ensuring your facilities meet Ofsted's standards

The physical environment of your Supported Accommodation service is a key part of meeting Ofsted’s requirements. The premises must be safe, well-maintained, and furnished to a good standard, offering a homely and comfortable environment. Each young person should have their own private bedrooms, with access to shared areas that support social interaction and the opportunity to develop life skills, such as cooking and laundry

In terms of location, your service should be situated in a safe and suitable area, with good access to local amenities, education, training, healthcare, and public transport. The setting should not expose young people to unnecessary risk and must support their ability to engage positively with their community. These factors will be assessed through your Location Risk Assessment (LRA), which you will submit as part of your Ofsted application.

Recruiting and preparing your staff

Another integral part of ensuring your compliance with Ofsted requirements is having a well-trained and experienced staff team. All staff must undergo thorough safer recruitment checks, including Disclosure and Barring Service (DBS) checks and referencing, in line with regulatory requirements. You can start by advertising on job sites such as Indeed, Total Jobs, and Reed, or you can also advertise through the local job centre.

Once recruited, staff should receive a comprehensive induction and ongoing training tailored to the needs of the young people they support—this includes safeguarding, de-escalation techniques, and life skills coaching. It’s equally important that staff are familiar with your service’s policies and procedures and can apply their learning in practice. During inspections, Ofsted will look for evidence that staff are effectively using their training.
